2.2 Size and dimensions. The plastic laundry hand trucks shall conform to the following dimensions:

2.3 Truck base. The truck base shall be fabricated of steel or plywood.
2.3.1 Steel. The steel shall be a minimum of 11 gauge plate with open corners, or 10 gauge, 3 inch by 3 inch angle.
2.3.2 Plywood. The plywood shall be an exterior grade, group I, grade BC or better conforming to Product Standard PS 1 plywood, and shall be a minimum 5/8 inch thick.
2.4 Casters. Each truck shall have 4 casters mounted without overhang at the 4 corners of the base. The casters shall be type II, class B, style C, mounting P of Federal Specification FF-C-77, Casters, Rigid and Swivel (Industrial Duty).
2.5 Workmanship. The completed hard truck shall be clean and properly assembled. Interior and exterior surfaces shall be smooth, free of tears, holes, cracks, burns, lumps, rough edges, imbedded dirt or foreign material, soft areas, thin sections, and any surface dirt that cannot be removed with soap and water.
3. QUALITY ASSURANCE
3.1 Certification. The contractor shall certify, and maintain substantiating evidence, that the product offered meets the salient characteristics and requirements of this Commercial Item Description, and that the product
