2.3 Order of precedence. In the event of a conflict between the text of this
document and the references cited herein, the text of this document shall take
precedence. Nothing in this document, however, shall supersede applicable laws
and regulations unless a specific exemption has been obtained.
3.
REQUIREMENTS
3.1 First article. When specified in the contract or purchase order, a
sample shall be subjected to first article inspection (see 4.3, 6.2, and 6.3).
3.2 Codes and standards. The laundry unit shall comply with the applicable
requirements of NFPA 70 and NEMA ICS1-110.13 Type 3R.
3.3 Materials and components. The materials and components shall be as
specified herein and as shown on the applicable drawings. Materials and
components not definitely specified shall be of the quality normally used by the
manufacturer provided the completed item complies with all the provisions of
this document (see 6.4).
3.4 Alternate components. Components offered as equivalent to components
specified herein and on the reference drawings as a specific manufacturer's part
number shall be functionally equal with the manufacturer's part number identi-
fied. The incorporation of such a component in the design of the specified end
product shall not require modification to any other component, unless such modi-
fication is specifically approved by the contracting officer. Prior to
commencing production, the contractor shall submit for the contracting officers'
approval, a list identifying each alternate component, together with proof that
